NEWS that Test Valley Borough Council has had to spend £114,000 on getting the Union Street Rendezvous facility fit for use by those community groups which formerly used the lower Guildhall was debated at the full council meeting.
The groups were moved from the Guildhall to make way for Italian style restaurant chain Prezzo, which is yet to submit its application to planners.
Financial portfolio holder Peter Giddings said that the extra money - £44,000 more than budgeted for - was required to deal with frost damage and damp proofing and to install new shutters on the Union Street facility.

"It wasn't an overspend but an upgrade of what we originally planned," said Mr Giddings, who is a former corporate director of the council.
But the news didn't impress Andover Liberal Democrat Michael McGarry.
He said: "We have had no income from the Guldhall, yet this cost the Andover ratepayers."
And he wanted to know: "When are they going to move in?"
Mr Giddings responded by saying that the income from Prezzo will quickly swallow these costs'.
