ANGRY residents say a borough council plan to introduce parking permits on several residential roads in Andover is totally unnecessary'.
In an effort to stop commuters' cars blocking roads in the Wolversdene area, Test Valley Borough Council is planning to make residents pay £15 a year for each car they want to park outside their home.
As part of a raft of changes to parking restrictions in the area, permit schemes are set to be brought in on Old Winton Road, South End Road, South View Gardens, Neville Close, Love Lane, Leigh Road, Dunmow Road, Belmont Road and Belle Vue Road.
But people who live at the top of Old Winton Road - which is over a mile's walk from the town centre - say permits are unnecessary because workers do not park there.
Roger Sims described the move as totally unnecessary' and a stealth tax'.
He added: "The council seems to think that since Asda opened, its staff are parking here to dodge the charges.
"But they're not - and nor does anyone else who works in the town because we're simply too far away.
"There's no problem at all parking here until about three or four when parents bring their children home from school, but permits won't help that because they won't guarantee you a space outside your house anyway.
"All that will be different is we'll be paying £15 a car to park on the road, and they'll be able to increase that when they want to. I think the council just want to make money out of it."
Several other residents of Old Winton Road have also contacted the Andover Advertiser expressing their anger with the scheme.

They did this to us when I lived in town. I went from free parking outside my house to £15 to be "allowed" to park round the corner.
They said it would improve access for the emergency services. If that's true, why was the restriction only Mon - Sat daytime?

I see little wrong with being charged to store your personal belongings on a road. Roads are for movement of goods or services. If you want to own a car then arrange for somewhere off-road to store it, just like you would for any other object. Otherwise pay.

So, road tax is not enough to allow us to put our cars on the road?

Well £15 for the first year & then the following year it will jump by 10%. The road tax disc does not intitle you to park but use the roads thats what I was told by council. the council will have to employ more wardens hence will call for the 10% increase in the following year for wage!! and the thing will you will charged for a second or third car I know this to be as I seen it happen in somerset its where the £ signs are seen by the council to get extra funds to pay for their perks?
